Where should you actually set up? A framework, not a sales pitch.

An e-commerce brand, a consultancy, a trading company and a financial services firm don't want the same zone, and often not the same emirate. This page maps business type to the structure that actually fits, then links you to the detail on each option.

Most zone comparisons are sponsored

Free zone comparison content is frequently written, or paid for, by agents with a referral fee riding on one particular zone, not a neutral read of what fits your business.

The right answer depends on activity, not popularity

The most-marketed free zones aren't automatically the best fit for every business type; an e-commerce brand, a consultancy and a trading company often want different zones entirely.

Emirate matters as much as zone

Before picking a specific free zone, the emirate itself, Dubai, Abu Dhabi, Sharjah, RAK, needs to fit your sector, budget and long-term plans.

The Decision Framework

Which Kind of Business, Which Structure

A starting point based on what each business type typically needs. Your actual activity, visa count and banking requirements can shift the answer, which is exactly what a proper review is for.

E-commerce & D2C Retail

A fast-setup, general-trading free zone with straightforward warehousing and logistics access usually fits best, since most of the operation is remote with occasional stock movement.

Look at: general-activity Dubai free zones · logistics-adjacent zones for stock-heavy operations

Consulting & Professional Services

Minimal physical presence is needed, so a low-cost, remote-friendly free zone with a professional-services activity licence is typically the simplest and cheapest route.

Look at: general-activity Dubai free zones · flexi-desk eligible licences

Import/Export & Physical-Goods Trading

Port access and customs handling matter here, so a zone built around trading and logistics, with warehousing and re-export capability, outperforms a generic professional-services zone.

Look at: trading-focused Dubai free zones with port or logistics access

Financial Services & Fintech

This is the one category where a common-law financial free zone, not a general-activity zone, is usually the right call, given the regulatory framework funds and fintech businesses need.

Look at: Dubai's financial free zone · Abu Dhabi's ADGM

Government Contracting & Local UAE Trade

If UAE government entities or direct local sales are part of the plan, a free zone licence won't get you there. This is a mainland decision, not a zone decision.

Look at: Dubai mainland · Abu Dhabi mainland

Media, Content & Tech

Media- and tech-focused free zones exist specifically for this activity mix and often licence content, production and technology activities that general zones don't.

Look at: media- and tech-focused free zones in Dubai and Abu Dhabi

SaaS & Software Development

A remote-first operation with no physical stock and few, if any, UAE-based staff usually fits the same low-cost, general-activity free zones as consulting, unless you're building a regulated fintech product or raising institutional funding, which shifts the answer toward ADGM or DIFC.

Look at: general-activity Dubai free zones · ADGM/DIFC only if regulated fintech or institutional funding is involved

Logistics, Freight Forwarding & Warehousing

A different question to general import/export: this needs a zone with genuine port or airport-adjacent warehousing infrastructure and customs-handling capability built in, not just a trading activity code.

Look at: port-adjacent and free-zone logistics hubs with warehousing infrastructure

Real Estate & Property Investment

Property brokerage, management and investment activities typically sit under a specific real estate activity licence, either free zone or mainland depending on whether you're dealing directly with UAE property or investing through a holding structure.

Look at: general-activity free zones for brokerage/consultancy · mainland where direct property dealing is involved

F&B & Hospitality

Food and beverage almost always needs a mainland licence, since a physical outlet serving the public generally can't operate from most free zones, plus separate municipality/food-safety approvals a general trading licence doesn't cover.

Look at: Dubai or Abu Dhabi mainland, plus the relevant municipality food-safety approval process

Before the zone: the emirate

Dubai is the default for most UK directors, and for most business types, that default is correct: the highest zone density, the deepest logistics infrastructure, and the broadest banking relationships. But it isn't automatically right for every activity.

Financial services, government contracting and energy-adjacent businesses are often better served by Abu Dhabi, which runs its own mainland authority and its own financial free zone with a different regulatory framework to Dubai's.

And if UAE-based customers or government contracts are part of the revenue plan in any emirate, that's a structure decision, not just a location decision. See our mainland company formation guide for what that changes.

One honest caveat: this framework is a starting point, not a verdict. If your business genuinely spans two or three of the categories above, a multi-activity brand doing e-commerce, consulting and light trading, for example, no card on this page will give you a clean answer, and picking one in isolation risks under-licensing your actual activity. That combination is exactly what a proper review exists to sort out; this page gets you close, not all the way.

Frequently Asked Questions

Cost varies zone to zone, but general-activity, high-volume free zones are usually among the lower-cost, faster options. The right choice still depends on your activity and visa needs, not price alone, since a cheaper zone that doesn't licence your activity correctly ends up costing more to fix.
No, your company's zone and your personal residence don't have to be in the same emirate, though keeping them aligned usually makes banking, schooling and daily logistics simpler in practice.
Most free zones licence more than one activity under a single licence for an additional fee. We assess whether one zone can cover your full activity mix before recommending a split structure across two entities.
Dubai is the default for most trading, e-commerce and consulting businesses because of its zone density and logistics infrastructure, but Abu Dhabi suits financial services and government-facing activity, and the northern emirates can undercut on cost for lower-touch businesses.
Moving between zones, or from free zone to mainland, is possible but not simple. It usually means closing one licence and opening another rather than a straightforward transfer, so getting the initial choice right avoids a costly redo.
Almost always a general-activity or tech-focused Dubai free zone, since the operation is typically remote-first with minimal physical presence needed. The only reason to look elsewhere is if you're raising institutional funding or building a regulated fintech product, where ADGM or DIFC's common-law framework becomes more relevant than a general trading licence.
Not necessarily, and it shouldn't automatically be. The right zone depends on your specific activity, visa count and banking needs, not what a contact in a different business used. We've seen directors follow a peer into a zone that didn't licence their actual activity correctly, which costs more to fix than getting an independent assessment upfront.
Considerably more than most directors expect, spread across every emirate, though only a handful of general-activity zones handle the bulk of UK director enquiries in practice. The framework on this page narrows that down by business type; a proper review narrows it to one or two realistic options for your specific activity.

A short review of your activity, visa needs and revenue plan tells you the emirate and zone that actually fits, not just the one that's easiest to sell.
