Passport copies
A clear colour scan of the passport for every shareholder and director, valid for at least six months from the application date.
Passport-style photograph
A recent photo on a white background for each applicant, used at the visa and Emirates ID stage.
UK proof of address
A dated utility bill, council tax bill or bank statement less than three months old for each shareholder, standard KYC for the licensing authority and later for banking.
Process & activity description
A detailed description of what you manufacture, process, assemble or package, and the raw materials or components involved, used to confirm the activity is genuinely industrial and to identify which approvals apply.
Facility details
A warehouse or production facility already identified, or a clear brief for us to source one; a flexi-desk isn't eligible for an industrial licence.
Two or three trade name options
In case your first-choice company name is already registered or restricted; we check availability before you settle on one.
Shareholder structure
Confirmation of the ownership split and whether the licence sits under a single owner or multiple shareholders, since this affects the paperwork at every later stage.
No Objection Certificate (NOC)
Only needed if you're currently employed and sponsored on an existing UAE residence visa; not required if this is your first UAE entity.

This is a smaller list than our commercial or professional licence pages, and deliberately so. Most UK directors relocating to Dubai don't need this page; the ones who do, need it precisely.
UK manufacturers relocating production
Directors moving all or part of a UK production line to the UAE, rather than just the trading company that sells its output.
Light assembly & packaging businesses
Businesses assembling components into a finished product, or repackaging/private-labelling goods in a way that changes the product itself, not just the box.
Food & FMCG processing businesses
UK food, drink or consumer-goods businesses processing or manufacturing locally in the UAE to serve the wider GCC market, rather than importing a finished product.
Distributors adding local assembly
Import/distribution businesses adding a genuine local assembly or finishing step, typically to reduce import duty or meet local-content requirements, move from commercial into industrial licensing for that part of the business.
Why this isn't just a commercial licence with extra paperwork
The test is physical transformation. A commercial licence covers buying and reselling goods unchanged. The moment your UAE entity genuinely manufactures, assembles, processes or packages a product in a way that changes it, that activity sits under industrial licensing instead, regardless of whether the rest of the business also trades.
Industrial licensing generally comes with requirements a commercial or professional licence doesn't: a genuine warehouse or production facility rather than a flexi-desk, municipality and civil defence approvals, and sometimes Ministry of Industry sign-off or a feasibility study for larger facilities. That's why it typically costs more and takes longer to set up than the other two licence types, and why it's the right category to plan for properly rather than discover midway through an application.

The grey zone most UK directors actually ask us about is private labelling and light repackaging, so it's worth being specific. Putting your own label on someone else's finished product, unchanged, is still commercial activity; a bigger box, different packaging or your branding on the outside doesn't trigger industrial licensing on its own. It only tips into industrial when the product itself is altered before it reaches the customer: reformulating an ingredient, combining components into a new item, or a genuine assembly step.
