A clear colour scan of the passport for every shareholder and director, valid for at least six months from the application date.
Passport-style photograph
A recent photo on a white background for each applicant, used at the visa and Emirates ID stage.
UK proof of address
A dated utility bill, council tax bill or bank statement less than three months old for each shareholder, standard KYC for the licensing authority and later for banking.
Service/activity description
A plain description of the services you actually offer, for example "management consultancy for SMEs" or "IT infrastructure support", used to match you to the correct professional activity code.
CV or company profile
A short summary of relevant qualifications or experience for each shareholder; some regulated consultancy categories (legal, medical, engineering) ask for this in more detail than general consultancy does.
Two or three trade name options

Why professional licensing got to 100% foreign ownership first
Before 2021, most UAE mainland companies needed a UAE national shareholder holding at least 51%. Professional licences worked differently even then: a UK consultant or agency could already hold 100% of the company, engaging a Local Service Agent, a UAE national paid a fixed fee to handle certain government-facing steps, rather than a shareholding partner.
The 2021 Commercial Companies Law reform extended full foreign ownership to most other mainland activities too, on an activity-by-activity basis set by each emirate. That narrowed the gap between commercial and professional mainland structures on ownership specifically, but the professional route still tends to be the simpler one, since the Local Service Agent model was already built for it.
